Command files

Upstream command text copied from the source SPDD project remains in:

plugins/specark/references/source-commands/

SpecArk-authored command text for local workflow skills lives in:

plugins/specark/references/local-commands/

Both folders are consumed by thin SKILL.md wrappers. source-commands/ is reserved for copied upstream originals; local-commands/ is for local command contracts such as orchestration, planning, and discovery.
